The airport replaced Rabaul's original Lakunai Airport, which became increasingly dangerous and ultimately unusable following the catastrophic volcanic eruptions of Mount Tavurvur and Vulcan in 1994. Tokua has since served as the main gateway for the region, connecting East New Britain to Port Moresby and other domestic destinations. The facility handles both scheduled passenger services and general aviation, supporting the province's tourism, trade, and administrative needs. Air Niugini is the dominant carrier operating services through this airport.
